We keep saying rape victims should speak out, report to the nearest station so that the perpetrator can be charged. What do we say about victims who reported at the station, the accused was arrested but later released by the same law enforcement agents? After freeing them, they go back and either rape the victim again or continue with the act.

How do we tackle this?
